- About the department –
1.1) Introduction:-
The Gram Panchayat Department is working for the development of the rural areas. The main objective of this department is to implement various activities to create clean, beautiful and green villages, strengthen the Panchayati Raj system through empowerment of people’s representatives under development programs through training, so that the villages in the district should become self-sufficient, all basic facilities should be available there and all facilities should be available to the people there in the villages themselves.
Through this department, various welfare schemes and activities are implemented for the development of rural areas and citizens. The goal of this department is to achieve constructive, inclusive and sustainable rural development through a strong Panchayat Raj system.
1.2) Vision and Mission:-
- To ensure the all-round development of Gram Panchayats through transparent, people-oriented, dynamic and responsive administration to the villagers of Gram Panchayats.
- Implementing various activities to create clean, beautiful and green villages.
- Strengthening the Panchayati Raj system through empowerment of people’s representatives under the Development through Training program.
1.3) Objectives and Tasks:-
Objectives – The main objective of this department is to provide transparent, people-oriented, dynamic and responsive administration to the villagers of Gram Panchayats for the all-round development of Gram Panchayats, implement various activities to create clean, beautiful and green villages for the all-round development of rural areas, and strengthen the Panchayati Raj system by empowering people’s representatives under development programs through training.

6 | Gram Panchayat Department | My Earth Mission | My Vasundhara Mission:
· “Majhi Vasundhara Abhiyan” based on the five elements of nature – earth, air, water, fire, and sky is being implemented in the state from October 2, 2020. Under this campaign, a competition is being held to effectively implement the environmental protection and conservation schemes of local self-government bodies such as urban local bodies and gram panchayats in a mission mode. · A toolkit in the form of indicators is prepared and given to the local self-government bodies to collect various government schemes/programmes/measures for the protection and conservation of the environment based on the five elements of nature and implement them effectively and in a mission mode. In which marks are kept to evaluate the work done by them. According to this toolkit, various measures are to be implemented in the local bodies during a period of one year from April to March. · All the local bodies participating in the Majhi Vasundhara Abhiyan are required to submit the information about the work done under the Majhi Vasundhara Abhiyan during the period from April to March in MIS format on the web portal of the Majhi Vasundhara Abhiyan. Thereafter, the desktop evaluation of the MIS filled by the local bodies is done through a third party system. · The local institutions that perform the highest in terms of merit in the desktop assessment are subject to a field assessment by a third-party system through a face-to-face visit to the relevant local institution. · Based on the total scores obtained in the desktop assessment and field assessment, the highest performing local organizations will be selected as winners and these local organizations will be honored on World Environment Day, i.e., June 5th. |

From the Rural Development and Water Conservation Department. Government Decision No. Panvia 2020 / No. 59 / Finance-4 dated June 26, 2020, the State will receive funds from the Central Government for the strengthening of rural local self-government institutions in the State in the form of two types of grants, namely Basic Grant (Untied) and Tied Grant (Tied), from April 1, 2020 to March 31, 2025. The present grant will be made available to all three levels, namely Zilla Parishad, Panchayat Samiti, and Gram Panchayat.
The said fund has been calculated as per the criteria of population and area as per the 2011 census. The present fund will be received in the form of two types of grants namely 1) Basic Grant (Untied) and 2) Tied Grant (Tied) and it has been divided in the ratio of 50% – 50%. |

Central ownership scheme

Uses drone technology to map lands, issue legal ownership cards (property cards/title deeds) to property owners and provide ‘records of rights’ to rural homeowners. The scheme ‘Swamitva’, a central sector scheme of the Ministry of Panchayati Raj, was launched across the country on 24 April 2021 by the Hon’ble Prime Minister on National Panchayati Raj Day (2020-2021) after successfully completing the pilot phase of the scheme in 9 states. The scheme is a reformative step towards establishing clear ownership of property in rural inhabited ( ” Abadi ” ) areas by mapping land using drone technology and issuing legal ownership cards (property cards/property deeds) to property owners. The scheme is being implemented with the joint efforts of the Ministry of Panchayati Raj, State Revenue Department, State Panchayati Raj Department and Survey of India. This scheme will facilitate asset monetization and enable bank lending, reduce property-related disputes, comprehensive rural level planning, achieve true Gram Swaraj and be a step towards making rural India self-reliant. |

Policies and guidelines.
As per the notification dated December 2, 2020 from the Urban Development Department, Unified Development Control and Promotion Regulations (UDCPR) have been approved in the state and have come into force from December 3, 2020. Accordingly, regulations have been made regarding the procedure for granting building permission for building construction, site selection, space to be left within the four boundaries of the plot, Floor Area Index (FSI), building safety, sewage system, rights to grant building permission according to the area of the plot, etc. Since the provisions of the said regulations have been applied to building construction within the limits of the Gram Panchayat, it is necessary for the Gram Panchayats to study the said regulations carefully and implement them. For this, the Satara Zilla Parishad has issued guidelines on June 8, 2021.

Preparation of Gram Panchayat Development Plan (GPDP)
Government Decision No.: P.V.A-2020/P.K.59/Finance-4, Rural Development Department dated June 26, 2020, as per the recommendations of the Fifteenth Central Finance Commission, funds have been received for the strengthening of rural local self-government institutions for a period of five years from April 1, 2020 to March 31, 2025. While distributing funds to the states, the Central Government has calculated the said funds as per the criteria of population and area as per the 2011 Census. The funds presented have been received in the form of two types of grants, 1) Basic Grant (Untied) and 2) Tied Grant (Tied), and have been divided in the ratio of 50-50 percent. Accordingly, the funds received in the form of the above two types of grants under the 15th Finance Commission have been distributed to the Panchayat Raj Institutions in accordance with the recommendations of the 15th Finance Commission and the guidelines issued by the Central Panchayat Ministry. The criteria for distributing funds to the Panchayat Raj Institutions in the state have been determined, the matters to be done by the Panchayat Raj Institutions from the distributed funds have been determined, and the guidelines/instructions to be followed by the Panchayat Raj Institutions while spending the funds have been determined.
