    General Administrative Department

    The General Administration Department is one of the 16 important departments within the Zilla Parishad. This department is responsible for scrutinizing, verifying, and presenting administrative proposals, files, and cases from all other departments of the Zilla Parishad and Panchayat Samitis requiring the approval of the Honorable Chief Executive Officer.

    • Conducting the election processes for the Honorable President, Vice President, and all Subjects Committee Chairman.
    • Planning and organizing the General Body Meetings of the Zilla Parishad & Standing Committe Meetings.
    • Managing appointments, promotions, Ashwasit Pragati Schemes (10-20-30 years), completion of probation periods, granting stability benefits, inter-district and periodic transfers, resignations, departmental inquiries, and employee awards for outstanding performance.
    • Overseeing the operations of General Body Meetings and Standing Committee Meetings.
    • Handling administrative matters related to Class-1 and Class-2 officers of the Maharashtra Development Service and other officials in similar categories.
    • Ensuring effective and successful implementation of government development schemes carried out by Block Development Officers, Assistant Block Development Officers, Group Training Officers, Women and Child Welfare Sub-divisions (Construction and Rural Development), Primary Health Centers, Veterinary Clinics, Cluster Schools, Anganwadis, etc.
    • Conducting annual inspections of administrative work under the guidance of the Honorable Chief Executive Officer and Deputy Chief Executive Officer (Administration).
    • Conducting inspections of various headquarters departments through inspection teams and providing necessary guidance to improve efficiency and performance.
    • Managing the Information and Technology Cell within the General Administration Department, which updates information on platforms such as Aaple Sarkar Portal, PG Portal, online RTI system, e-Office system(conducting in Zilla Parishad headquarters & all Panchayat Samitis), and Zilla Parishad website. The cell also ensures the provision of internet facilities through LAN to all departments, maintains the video conferencing system, and provides computer training to officers and employees.

    Vision and Mission:

    • Timely verification of service-related benefit proposals and files from all departments for submission to the Honorable Chief Executive Officer.
    • Recruitment of Class-3 and Class-4 employees within the Zilla Parishad as per government directives.
    • Ensuring timely approval of retirement benefits such as pension, group insurance, gratuity, and leave encashment for retired employees of Zilla Parishad.
    • Integrating all offices under the Zilla Parishad into the e-Office system, with ongoing efforts to include Panchayat Samiti-level offices.
    • Developing a web-based computer system for archiving office records, helping departments access old documents conveniently.
    • Implementing government directives promptly and ensuring their enforcement.

    • Establishing the Zilla Parishad as a stable, capable, and responsive administrative system that promptly addresses citizens’ grievances.
    • Effectively implementing government policies and schemes at the grassroots level.

    • Delivering government services and schemes to the public promptly and efficiently while addressing their issues and grievances.
    • Allocating funds for departmental schemes and ensuring their implementation.
    • Coordinating administrative mechanisms at the levels of Zilla Parishad, Panchayat Samiti, and Gram Panchayat.
    • Implementing various state and central government schemes effectively.
    • Auditing administrative functions and expenditures at Zilla Parishad, Panchayat Samiti, and Gram Panchayat levels.
    • Providing training to officers and employees of Zilla Parishad, Panchayat Samiti, and Gram Panchayat on various topics to enhance their efficiency and competence.
    • Acting as a coordinating body for implementing various government schemes and addressing administrative matters.

    Legal Matters.

    • Many employees express dissatisfaction and approach the court for their rights against certain decisions/orders of the Zilla Parishad. In such cases, it becomes necessary to present the side of the Zilla Parishad. After a court case is filed against the Zilla Parishad, a power of attorney/authorization letter is issued, and legal proceedings are conducted through it. Opinions on legal matters are obtained from lawyers. Once the account heads submit remarks regarding legal matters, legal advice is provided with the approval of the Hon. Chief Executive Officer. For this purpose, a legal cell has been established at the Zilla Parishad level.
    • Lawyers from the panel are selected to present the side of the Zilla Parishad in court.

    Parishad Branch Operations

    • Conducting elections for the Zilla Parishad’s President/Vice President/Subject Committee Chairperson and Subject Committee Members.
    • Organizing the Administrative General Body Meeting of the Zilla Parishad once every three months.
    • Organizing the Standing Committee Meeting once a month.
    • Ensuring compliance with the code of conduct during Panchayat Samiti/Zilla Parishad/Legislative Assembly/Parliament elections.
    • Handling the protocol-related work of the Zilla Parishad.
    • Procuring vehicles for Zilla Parishad office bearers and officials.
    • Ensuring complete preservation and management of the records section of the Zilla Parishad.
    • Arranging letterheads, and diaries for Zilla Parishad members, approving private vehicles for attending Zilla Parishad meetings, and handling related operations.
    • Supervising the disposal of obsolete materials belonging to the Zilla Parishad.
    • Managing approvals for the use of Zilla Parishad office bearers’ and Block Development Offices’ vehicles outside the district jurisdiction.
    • Organizing various programs of the Zilla Parishad(e.g., Maharashtra Day on May 1st, Republic Day on January 26th, Independence Day on August 15th, Shiv Jayanti celebration on February 19th, Birth Anniversary of Late Yashwantrao Chavan on March 12th, and Shiv Swarajya Day on June 6th, etc.).

    Revised Authority Regarding Approval of Medical Expense Reimbursement.

     

    • According to Government Resolution No. MAG 2005/9/Pr.Kr.1/Health-3 dated March 19, 2005, issued by the Department of Rural Development and Water Conservation, Mumbai, the administrative authority to approve medical reimbursement bills of up to ₹40,000/- for treatment of 27 specified illnesses in private hospitals was granted to the Hon. Chief Executive Officer. The respective account heads hold the authority to approve medical reimbursement bills of up to ₹40,000/-.

    Regarding medical matters:-

     

    As per the Government Resolution No. MAG 2005 / Pr.Kr.251/A-3 dated February 10, 2006, issued by the Public Health Department, Ministry of Mumbai, the following diseases are approved for treatment reimbursement up to ₹1,50,000/-:

    • Cases of heart surgeries
    • Coronary bypass surgeries
    • Angioplasty surgeries
    • Kidney transplant surgeries
    • Blood cancer or other types of cancer.

     

    Information and Communications Technology Cell

     

    • An Information and Communications Technology Cell has been established at the Zilla Parishad level.
    • Updating the Zilla Parishad website with current information from all departments, as well as posting details about innovative schemes of the Zilla Parishad on the website.
    • Renewing the domain of the Zilla Parishad website and designing the website as per the guidelines of NIC.
    • Creating new login IDs for all department heads and Block Development Officers on maharashtra.gov.in and gov. in.
    • A new portal, “Aaple Sarkar Version-2,” has been launched on September 18, 2023. This portal integrates the Aaple Sarkar Portal and the P.G. Portal under one login.
    • New logins have been created for 16 department heads and 11 Block Development Officers for “Aaple Sarkar Portal-2.”
    • Classifying complaints received on “Aaple Sarkar Portal-2” and P.G. Portal to the respective departments and reviewing these complaints regularly in departmental meetings.
    • The Government of Maharashtra implemented the “Online Right to Information (Online RTI)” initiative for the Satara Zilla Parishad on January 26, 2017. Accordingly, login IDs and passwords have been created for all department heads in the Zilla Parishad and Block Development Officers in the Panchayat Samiti. Online applications under RTI are forwarded to the relevant departments/Panchayat Samitis.
    • Complaints received on the P.G. Portal of the Central Government are forwarded to the respective departments and followed up on, and the actions taken are uploaded on the portal to resolve the applications.
    • The Government of Maharashtra, through the Industries, Energy, and Labour Department’s resolution dated December 8, 2017, has adopted the Government e-Marketplace (GeM) portal for the procurement of goods and services. As per provisions on the GeM portal, the Deputy Chief Executive Officer (Gen) acts as the Nodal Officer for Satara Zilla Parishad’s operations. Under the Nodal Officer, department heads in Satara Zilla Parishad are registered on GeM.
    • At the Panchayat Samiti level, Block Development Officers are appointed as Nodal Officers to manage operations and procurement of goods and services for offices under Panchayat Samiti through the GeM portal.
    • Facilitating new registrations on the GeM portal.
    • Creating official email IDs for officers and employees to operationalize the e-Office system and mapping them in the e-Office system.
    • Providing technical support for Video Conferencing(VC) conducted by the Central Government, State Government, and other departments.
    • Offering technical assistance for presentations during various meetings and study tours.
    • Providing technical support for the Biometric Attendance System and generating reports monthly.
    • Managing Local Area Network(LAN) in Zilla Parishad Office.
